Work officially starts in Norwich!
Construction has begun in Norwich on bespoke, purpose-built housing to promote greater independence for adults who require care and support.
A ground-breaking ceremony, which traditionally marks the beginning of construction for new building projects, was attended by Norfolk County Council who are investing in the development, social landlord Golden Lane Housing, developers HBV Cityheart and construction company ATEL Design and Build.
Named Mousehold Court, the supported living housing will feature twelve apartments and six bungalows with communal gardens, staff facilities, and parking. Tenants, who will be nominated by Norfolk Adult Social Services, are hoping to be welcomed into their new homes in spring 2026.
Cllr Alison Thomas, cabinet member for Adult Social Care at Norfolk County Council, said:
“We are delighted to celebrate the start of works onsite at Norfolk’s first Community Housing scheme. We know that good quality specialist supported living enables people to retain their independence, at the same time as getting support that is appropriate for their care needs.
“Mousehold Court will represent how together we can build homes that help people in Norfolk thrive and we are looking forward to welcoming people into their new homes in the heart of the community.”
Emily Collinson, Director of Development and Growth at Golden Lane Housing, said:
“We are enormously proud to be part of the launch of this supported living development, which will provide high quality homes for people with a learning disability and autistic people.
“At Golden Lane Housing we know that good quality, adapted and sustainable supported housing plays an increasingly important role in enabling people with a learning disability and autistic people to live independently at the heart of their communities. This project is a testament to the power of partnership reflecting our shared commitment to building inclusive communities and delivering housing that truly makes a difference.’

The collaborative and unique approach led by Norfolk County Council has been instrumental in getting these much-needed new developments off the ground. The housing will offer people the key to their own front door, often for the first time in their lives, to live in a modern and vibrant setting.”
Oliver Carroll, Development Director at HBV Group, added:
“We are looking forward to continuing working collaboratively with all our delivery partners to provide this specialist housing in the community. We know that inclusive housing developments like ours make a hugely positive difference for people who need extra support and their families.”
